Gallup adopts amended UAMPS agreement designating limited-participant status

The City Council approved Resolution R2026-12 on April 14 amending the Amended and Restated Power Pooling Agreement with the Utah Associated Municipal Power Systems (UAMPS) to change Gallup's designation to a limited participant.
Transmission consultant Ed Reyes told the council the limited-participant status allows Gallup to engage in discussions and committee work on potential power projects without creating immediate fiscal obligations. Reyes noted the amendment does not supersede the City's long-term contract with Guzman Energy, which retains a right of first refusal on any prospective project representing 20% or more of the City's total power supply. Councilors asked about operational committee participation, forecast impacts and procurement alternatives; after discussion the council voted unanimously to adopt the resolution.
Staff and the deputy city attorney clarified that the amendment preserves operational participation while deferring fiscal commitment until a specific project is presented and Guzman Energy's option has been resolved.
