City Manager Frank Chiapetti proposed creating an on-staff City Engineer to oversee Public Works, noting his office provided a corrected fiscal impact of $43,125 for the position. Chiapetti prefaced the item with a brief history of prior use of staff engineers versus outsourced consulting and argued for the strategic benefits of an in-house role.
"This figure reflects current competitive market rates for an engineering position," Chiapetti said, describing responsibilities that would include oversight of Streets and Construction as well as the Water, Wastewater and Building Departments. Council discussion focused on the history of engineering responsibilities, the fund transfer specifics and the long-term status of unspent General Fund appropriations.
Councilor Ron Molina moved to approve the budget transfer to create the position and Councilor Linda Garcia seconded; roll call recorded unanimous approval. The Council directed staff to implement the position and update the organizational chart.
