Murley also presented a $81,448 state library aid award and a CDC drug‑free communities grant for $125,000 (with in‑kind match), and small EMS grant adjustments. Commissioners asked clarifying questions about funding sources and reserve replenishment; staff explained capital facilities charges (CFCs) and CIP budget mechanics for the utilities projects. The board voted unanimously to approve the items and related budget transfers.
