City Administrator Bryce Haderlie asked councilmembers to evaluate and rank priorities that had been submitted the prior evening so staff could align time, staffing and budget to those items.
Bryce framed the exercise as a way to guide upcoming budget discussions and staff time allocation. The Mayor then outlined the meeting flow (lunch, a closed meeting and adjournment at the conclusion of the closed session) and asked for a motion to proceed to a closed meeting. Council Member Eric Jones moved to enter a closed meeting; Wally Larrabee seconded, and the motion carried with Council Members Larrabee, Peterson, Jones, Grover and Checketts voting in favor.
The Council later voted to end the closed meeting at 3:58 p.m. and return to open session; at 3:59 p.m. the Council unanimously voted to conclude the strategic planning session. No substantive policy votes or ordinance actions were taken during the open session portion of the day.
