Arcola unveils beautification program to waive fees for eligible low-income homeowners

The Arcola City Council heard details of a beautification initiative intended to help low-income homeowners pay for permitting costs tied to property repairs and landscaping.
Police administrative assistant James Adirandall explained the program and said eligibility would follow federal income guidelines so the city can document impartiality for audits. "So, the beautification project is where we're, gonna be helping...for people that can't afford to pay permits to beautify their homes," Adirandall said.
Adirandall said a committee of five — including a council member, neighborhood homeowners and code staff — will review applications and determine fee waivers under a stated 21–25% federal poverty guideline band. Staff clarified the city is not sending city crews to perform work and that recipients will still need contractors or volunteers to do repairs; the program only waives permit fees in select, documented cases.
Council discussed liability and the application process; staff noted assistance would be available to help residents fill out applications. The committee will also recommend changes to the fee structure for the program period and will present a selection process in a future meeting.
