The Lackawanna City Council voted to adopt a resolution authorizing the mayor to sign a Bridge New York local project agreement covering the engineering/design phase for the Warsaw Avenue bridge. City staff said the agreement relates to the New York State Department of Transportation's administration of federal funding for the engineering phase.
Dan Sternick (public works) told the council the total project cost is $3,852,632 and that with the city's 5% match the city portion equals $192,604, which the council had previously approved in March 2025. "The whole project is $3,852,632 with the city portion with the 5% match. The city council approved $192,604," he said. Sternick said the first design phase began in April 2025, right-of-way and acquisition activities are scheduled for February 2026, and construction is estimated to begin in December 2027.
Council members asked whether the grant covers other bridges; Sternick said the federal/state funding in the agreement is specific to the Warsaw Street bridge and "it can't be diverted anywhere else." The council adopted the resolution by motion; the transcript records the motion carried 5-0.
