Jerry Demstetter spoke during the public-comment period and described an ongoing problem with a neighbor placing barricades and snow that he says block the street and his driveway. He told the council the situation has persisted for years, that he has repeatedly contacted authorities and that the obstruction makes it difficult to exit his driveway safely.
"He puts the barricade there...today it's on the street because that's what he moved it," Demstetter said, and he offered to show photos of the conditions. Councilors responded that the council itself is not the enforcement agency: "The council is not the enforcement agency. The police are," the chair said. Dino (identified in the transcript by first name) told Demstetter that code enforcement would be advised to take a look the next day if the blocked street/driveway is confirmed.
Council members urged the resident to coordinate with staff and provided a path for follow-up; no formal action beyond referral to code enforcement and police was taken during the caucus.
