Board ratifies $150,786.09 MRI change order after members raise process concerns

Board members discussed a Change Order for MRI Construction covering Phase I and Phase II stormwater management projects and the relocation of several inlets prompted by field conditions. District Engineer Charlie Krebs and Eric Long explained the field-driven reasons for the Change Order; Supervisor Terry Mountford objected strongly, saying the CDD was already more than $300,000 over budget for these projects and that approving an additional $150,786.09 without scheduling a special meeting was not fiscally responsible. Mountford said Pelican Sound would not approve such expenditures without Board approval.
In response, Mr. Krebs said the revised bid specifications produced a functional result that will meet expectations for eliminating standing water. The Board discussed scheduling special meetings for similar situations, creating contingency authorization thresholds, and directed District Counsel Tony Pires to draft "ground rules" for approving field-driven change orders beyond a specified amount. On motion by Kurt Blumenthal, seconded by Keith Merrill, with all in favor, the Board ratified MRI Construction, Inc. Change Order Estimate #500 for Price Changes of Phase 1 and Phase II Stormwater Management Projects in the amount of $150,786.09.
