Engineer, chair and resident press for updated stormwater plans before final approval

During the discussion of the Mark Drive proposal, Township Engineer Doug Regola emphasized that plan documents must reflect the revised layout before the township can finalize approval. Regola told the commission that "The PCSM should be updated to show the impervious area for the new design" and asked for a comparison between the previously reviewed PCSM and the current layout to determine whether a new analysis is required. He also pointed out a change in the number of BMPs shown: the new plans show seven BMPs compared with five on a previously reviewed 34‑unit plan.

Chair Connie Mattei and resident Lisa Segina both expressed skepticism about advancing a density increase without matching engineering submittals. Mattei warned the body that "They can't change a plan amidst the approval process," saying the commission did not have documentation that matched the version of the plan under discussion. Solicitor Gary Falatovich advised the commission that it could grant a conditional approval of the density increase but that such an approval should be explicitly conditioned on compliance with stormwater, erosion & sediment (E&S), NPDES/DEP/FTMSA permitting, sanitary sewer tap approvals, and road access requirements.
