Commission revisits Artman–Starrett subdivision; requires easements, note changes and intermunicipal approval

The Salem Township Planning Commission on Sept. 4 reviewed a previously tabled subdivision application by Florence Jean Artman and Sara Starrett proposing a two-lot reconfiguration spanning Salem Township and the Municipality of Murrysville. Surveyor Eugene Heald and property owner Sarah Starrett were present for the review.
The commission required multiple textual and technical corrections to the plan. Staff asked that all references to "Remaining Lot B" be changed to "Residual Lot 2," that note language in the Owners' Certificate promising dedication of streets and utilities be removed, and that the plan’s Note 9 establish private, permanent reciprocal easements providing ingress and egress from Lot 1 and Residual Lot 2 to State Route 66 and to the existing home on Residual Lot 2. The commission also directed removal of the abbreviation "PID" in favor of the spelled-out term "Tax Map Parcel No." and insisted that the pre- and post-subdivision acreages be clearly shown; the record lists the area of the existing property before subdivision as "12.93 acres," post-subdivision area of Lot 1 as "4.83 acres," and Residual Lot 2 as "8.10 acres." Staff further required a Sewage Planning Module for Lot 1 and approvals from the Township SEO and the Pennsylvania Department of Environmental Protection, and noted that approval by the Municipality of Murrysville is necessary for the portions of the property located within that municipality.
On a motion by Paul Holleran, seconded by Connie Mattei, the commission unanimously recommended approval of the revised plan contingent on the listed changes and required agency approvals.
