Planning staff (Bowles) said the parcel is surrounded by city limits on three sides, is vacant, and is consistent with the comprehensive plan and adjacent zoning. Staff recommended approval.
Bowles described the parcel as "just north of 1.5 acres" and said the request is to annex and zone it Commercial Corridor; Ty Corley, representing Kimley‑Horn, said the project is still conceptual and that "the intent is for this to be a bank." Council members asked about stormwater and whether the bank would occupy the full footprint; staff and the representative said plans remain conceptual and stormwater arrangements are not yet determined. The item passed a motion to receive and proceeded to further consideration.
