The council unanimously approved ordinance ZF 26‑14, rezoning roughly 0.32 acres at 200 South Cottonwood Drive from OM Office District to a plan‑development overlay with additional permitted uses and modified parking standards.
Planner Christine Ross told the council the site — developed in 1968 with a 5,353‑square‑foot office building — currently has one tenant and does not meet current parking ratios. The PD overlay allows, by right, bakery, barber/beauty salon and retail stores in addition to OM office uses and proposes a reduced parking ratio (one space per 450 square feet for some uses) and recognition that five on‑street spaces along South Cottonwood Drive may satisfy part of the on‑site requirement. A replat will resolve a lot‑line encroachment and create a 0.5 shared access easement in favor of the neighboring property; if the neighbor redevelops they will dedicate the remaining 0.5 of the easement.
Staff noted the City Plan Commission recommended unanimous approval. With no public opposition at the hearing, Mayor Pro Tem Hutchenrider moved to approve the ordinance with staff conditions; the motion passed unanimously.
