Boulder council approves contingency funding, signs task order for wastewater engineering

The City of Boulder’s council voted Jan. 20 to commit contingency funding to finish a Preliminary Engineering Report for the wastewater treatment plant and authorized the engineering task order.
City Engineer Elly Goebel told the council that the city has already secured $40,000 from a State of Montana Renewable Resources grant but would still need $30,000 to complete the Morrison-Maierle PER if the MCEP grant application is unsuccessful. On a motion by Council President Drew Dawson, seconded by Mike Taylor, the council approved using the sewer enterprise fund (5310) to cover the $30,000 shortfall if the MCEP grant is not awarded; the motion carried with three aye votes. The council also voted to sign the Morrison-Maierle task order to prepare the PER for $78,700 on the same vote tally.
Goebel framed the action as necessary to avoid returning previously awarded grant funds: "If the City did not complete the PER it would have to return the RRG grant money," she said, noting the project timeline depends on securing engineering work now. The decisions allow preparatory work to proceed while the city awaits grant outcomes; the PER will inform future project design and funding steps.
