City attorney: letters to property owners to start process for decommissioning two small parks

The letters will explain the board's determinations, outline the process and request meetings with property owners to discuss covenant changes or quitclaiming interests.
City attorney Renee Cabrick said staff will allow property owners roughly 60 days for outreach and meeting scheduling, and that the goal is to resolve title/covenant issues so parcels can be put to residential use consistent with surrounding properties. The board moved to approve sending the letters and the motion carried.
