Staff told the board that a subcontractor performing horizontal boring at 15th Street and Mill produced slurry that entered the curb, gutter and the storm system. The contractor's crew was sent home that day and staff required cleanup measures.
"This is illicit discharge," Speaker 4 said, describing how the slurry was entering the storm system and why the crew was stopped. He added that crews power-sprayed the area and moved to an educational enforcement approach for this first incident, but the event will be logged and could face stronger enforcement if repeated.
The board was informed the subcontractor (a named subcontractor in the work chain) will be added to future bid requests or evaluated for suitability on similar jobs. Staff said the discharge will be tracked in the department's enforcement log.
