County staff and commissioners spent the Aug. 11 special work session reviewing a proposed glide path in the 2027–2032 capital improvement plan that would bring annual capital spending to roughly $5,000,000.
"We need to spend about $5,000,000 per year," a commissioner said while referring to the CIP glide-path slide. Karen, a county finance staffer who answered questions during the session, added: "I would say 5,000,000 is a minimum." Staff described the approach as a gradual increase — using excess general fund balances and portioning growth over multiple years — so the county can move from historically uneven spending toward a predictable annual investment level.
Presenters and commissioners compared the proposed target with the county's recent experience, saying average annual capital expenditures over the past decade were nearer $2.5 million. Staff said the variance is partly because some prior dollars were shifted to other priorities, including full funding of family justice center bonds. Patrick, the staff lead for the budget presentation, said the $5 million figure came from totaling known capital needs across departments and dividing that total across six years to reach a manageable, predictable annual level.
Staff cautioned the $5 million figure is a planning target and flagged that an upcoming facilities condition assessment and master plan could increase the recommended annual investment. The commissioners agreed to follow up with additional questions and materials that staff promised to provide by email before the public hearing.
