County emergency coordinator urges unified command and local workshops; Boulder to participate

Jefferson County emergency-preparedness coordinator Doug Dodge joined Boulder’s Feb. 17 meeting by Zoom to discuss improved intergovernmental coordination and the county’s updated Emergency Preparedness Plan.
Dodge said Jefferson County runs quarterly preparedness meetings (two of which will be held in Boulder this year), distributes weekly situation reports to local officials, and relies on an Incident Command System with unified command during multi-agency incidents. He encouraged city staff and officials to take online Incident Command training and to participate in tabletop or workshop sessions to clarify roles and communications.
Councilmembers raised concerns about Boulder’s internal incident organization and supported Dodge’s offer to hold workshops. Dawson said the city needs a written and well-defined chain of command during incidents; Taylor recommended a series of workshops with Dodge to establish those roles. Dodge said he would help facilitate the work.
The briefing concluded with staff agreeing to pursue a sequence of meetings to define local roles and command relationships with Jefferson County in the event of future emergencies.
