Engineers say on‑site detention, pump station will control runoff for new Kaufer Lane townhouse

As the engineer described it in evidence: "We are increasing the impervious coverage, so we have to contain and release slowly. There is a detention basin in the rear of the lot." The design presented was described as a detention system (HDPE piping and outlet control) that controls the 2‑ and 10‑year peak runoff and, per follow‑up questions, has capacity for larger (100‑year) events though the project is treated as a minor development under local rules.
Board engineering staff questioned ownership and maintenance for the sanitary force main and pump station; the applicant indicated maintenance would be provided by the condominium association (or a management company if units are rentals) and acknowledged easements may be needed for access to some components. The board required that the applicant submit detailed structural drawings for the retaining walls and pump equipment and secure Soil Conservation District certification before final permits would be issued.
