Council fails to advance lease proposal for community patio after liability and access concerns

Laura Hoffman told council she and others had discussed renting or leasing the patio to improve seating and add shade and said it would save the city maintenance time. "I would like to improve the current seating and cover it for more daytime use for customers," she said. Councilmember Jennifer Grobe and others questioned why the city would lease a public park space to a private business; Mayor Bill Conlin said the City "would still need full access to this park for events," and City Attorney Jason Moran noted liability could be managed through indemnity and hold-harmless clauses but cautioned about practical details. Councilmember Dave Wollin moved to explore leasing the patio but the motion received no second and died.
Council discussed alternatives including accepting a donated canopy to provide shade while retaining City control over the park. No lease or formal agreement was approved.
