Waterville sets first reading for $3 monthly franchise fee and schedules public hearing

The Waterville City Council accepted the first reading of Ordinance 510.07-2025, which would establish a flat franchise fee of $3.00 per month per account under the CenterPoint Energy franchise and set a public hearing for Sept. 2, 2025.
City Attorney Jason Moran described prior council discussions and said a "flat fee of $3.00 per month/account seemed reasonable" compared with percentage-based fees. Moran said the fees would be distributed to the city about every three months and the collected funds would go into the general fund with no designated spending restriction. Council voted to accept the first reading and to set the public hearing for the next regular meeting. Motion Carried 5-0.
The ordinance is at an early stage (first reading); the Sept. 2 public hearing will offer another opportunity for public comment and for staff to present any fiscal estimates of expected revenue.
