Waterville approves 20-year franchise agreement with CenterPoint Energy

During the public hearing resident Sue Mariska asked what the contract covered; City Attorney Jason Moran explained, "This will be a renewal contract for a 20-year time frame," adding that the agreement allows CenterPoint to perform work as needed while giving the City ability to uphold standards. The contract discussion also referenced the ability to collect franchise fees under the agreement.
Council voted to approve the ordinance on second reading (motion by Smith, seconded by Wollin). Motion Carried 5-0. The ordinance sets terms for the company's access to rights-of-way and operational work in city limits and establishes the legal basis for the later discussion of a flat franchise fee.
