The Waterville City Council adopted Ordinance No.150-07-2025 on Sept. 2, establishing a franchise fee that, as Council members clarified during a public hearing, applies only to CenterPoint Energy.
During the hearing Phil Langerud urged the Council to pursue a "small individual franchise fee." City Attorney Jason Moran responded to the public that "this was only for CenterPoint Energy" and that revenue from the fee would go into the General Fund. The measure passed on a 4-0 vote at second reading.
Councilmembers did not at the meeting extend the fee to other utilities; Attorney Moran said the ordinance could be expanded later if Council chose to do so.
