Council adopts three resolutions to certify 2025 delinquent utility, refuse and service assessments

The Waterville City Council on Nov. 4 held a public hearing and then adopted three resolutions to certify 2025 delinquent assessments for utilities, refuse/recycling and other charges-for-services.
Mayor Bill Conlin opened the hearing and a resident identified as Hoffman of 316 Common St. approached the council to contest a refuse and recycling assessment she said belonged to a previous owner. Administrator Teresa Hill told Hoffman that “the utilities stay with the property,” and Attorney Jason Moran advised Hoffman to review closing documents and contact him for assistance to resolve the matter. The council then voted 5-0 to adopt Resolutions 2025R-034 (delinquent utilities), 2025R-035 (delinquent refuse and recycling) and 2025R-036 (delinquent charges for services).
Administrator Hill told residents that “these delinquencies can be paid at City Hall up until December 31, 2025.” After that date, the certified amounts will be forwarded to the County to be placed on the 2026 tax roll for collection. Each resolution passed by a 5-0 roll-call vote.
