Officials trim purchases and resist using reserves to limit levy pressure

Administrator Teresa Hill said the draft budget removes several items to temper the projected levy increase, including a $5,000 well repair and equipment purchases such as an $85,000 Suburban and a $40,000 street truck. She indicated the capital (400) fund now shows a small surplus after those removals.
Hill emphasized caution about using undesignated reserves to plug budget gaps. “Dipping into the undesignated reserves is not a good option right now,” Hill said, noting the city’s goal of maintaining six months of undesignated funds. She added that FEMA reimbursement timing is uncertain and was not included as an audit receivable for 2025, though those funds would increase reserve balances if received.
