Residents press for clearer agendas, packets and evening meetings

Residents and a survey presenter urged Franklin County Commissioners to publish proposed agenda-item packets before meetings, to hold occasional evening meetings or every-other-week sessions to increase participation, and to host town halls with developers.
Several residents told the commission they were frustrated that agenda items and related documents were not consistently available in advance and asked the commission to post packets or make them available on request. Dana Bowers and others asked that the workshop on Thursday include discussion about making a packet of proposed agenda items available prior to meetings so the public can do research and engage meaningfully.
One resident who surveyed 18 municipalities in Missouri said most hold meetings in the evening and suggested Franklin County consider evening or every-other-week meetings to increase public attendance. He volunteered to fund an acoustic engineer to present on low-frequency sound issues if the commission would consider adding frequency-based limits to the sound ordinance. Commissioners said they would compile public requests for the workshop and that they are open to scheduling additional conversations with residents outside the formal meeting.
The commission did not change the standing meeting schedule or formally adopt a new packet-distribution policy during the session; members said they would take up requests at the upcoming workshop.
