Detroit moves ahead on ARPA-funded water upgrades and pavilion bid review

City project manager Matt Del Moro told the council that ARPA-funded construction work tied to Detroit's water-system upgrades must be completed by Sept. 1, 2026, with ARPA disbursement completed by Dec. 1, 2026. Del Moro said priority work includes rehabilitating sand filters (removing and replacing the top 12 inches of media), installing level sensors, and upgrading selected water mains on Clester, Small Lane/Highway 22, Humbug and Mackey depending on leak-detection results.
The council also reviewed bids for redevelopment of the old City Hall site into a pavilion and parking area; a low quote from K & E Engineering was cited at about $180,000, which exceeded available city funds. Councilor Nielsen, Michelle Connor and project staff will meet with the bidder to assess options; the meeting record shows the city received an additional $20,000 that can be applied to the project and Councilor Eric Page moved to accept the contract for further negotiation and planning.
