Mayor James Trett declared a conflict of interest and did not participate in the discussion or vote, explaining he lost his home to storm-related tree damage and that a state or federal declaration could affect insurance outcomes. Council President Eric Page disclosed a potential conflict with his insurer but, after consulting the Oregon Government Ethics Commission (as reported in the meeting), reserved his right to participate.
