Public Works Director Michael Jaramillo and consultant Jonah Ruybalid presented the NM 263 Phase I Improvements project and recommended awarding the bid to the low bidder. Phase I focuses on improvements along the west side of NM 263, including water and sewer utilities, storm drainage, roadway earthwork, curb and gutter, sidewalks and paving.
Mr. Ruybalid described construction phasing and said work is expected to take approximately four to five months. Staff said traffic impacts will be minimized by maintaining existing traffic patterns for much of the work, with lane closures scheduled during off‑peak hours and nighttime work where required, particularly at the NM 6 intersection. The project will remain entirely within the Village of Los Lunas and will extend utility services to future development west of NM 263 as well as to some existing residences.
Councilor Gino Romero moved to award the bid to the low bidder, TLC Company Inc.; Councilor Matthew Chavez seconded and the motion carried 4–0.
Staff confirmed that all work will be inspected and tested for compliance with New Mexico Department of Transportation standards and Village specifications.
