City to revise bidder criteria and rebid wastewater plant demolition after review

The City reported that four bids were opened on March 19, 2025 for Stage 2 prep of the Wastewater Treatment Plant demolition project and an apparent low bidder had been identified. Following review by the city's engineer and attorney, officials concluded none of the bidders satisfied required supplemental bidder-responsibility criteria. City staff stated their intent to exercise the right to reject all bids, revise the supplemental criteria, and re-bid the project; the resolution on rejecting bids (Resolution 25-1119) was pulled from the meeting agenda and did not appear to be voted on at the April 21 session.
City attorneys and staff indicated the plan is to refine bidder requirements and return with a re-solicitation to ensure competitive and compliant proposals. No vote on rejection was recorded at the meeting because the resolution item was pulled from the agenda.
