Lynden council awards Pepin Creek/Pine Street Bridge construction contract for $3.50 million

The project scope discussed by council includes relocating Pepin Creek across Pine Street between Dahlia Street and Rye Court, excavation and grading of a new channel, and construction of a single-span prestressed precast concrete hollow-core bridge with shallow foundations, abutments, retaining walls, approach panels and sidewalks. Work will also include curb and gutter, storm drainage, and a water main. Staff reported six responsive bids were received on Feb. 20, 2025; the engineer's estimate listed the Base Bid at about $4.3 million and Base Bid plus Alternate A1 at about $5.7 million.
Before the award, council voted to reopen consideration of the bridge by approving a motion to reconsider a prior vote on the project. After reconsideration, council approved the DeKoster award. The contract approval directs the mayor to execute the agreement so construction procurement may proceed.
