The Montecito Sanitary District board on March 25 approved an eight‑priority strategic framework designed as a three‑year plan and directed staff to expand each priority into a one‑page work plan with timelines and costs. General Manager Weigel told the board the work plans will spell out who, what, when and how staff will execute the board's priorities.
Director Newquist moved to adopt the priorities with three small editorial edits — replacing the word "new" with "a" in item 1a and changing "sewer system" to "collection system" in item 1d — and the motion was seconded and approved by the board. Weigel said staff will convert the approved priorities into a work plan that includes costs and timelines for each priority.
The board and a strategic‑planning committee member (Director Barrett) discussed that each priority will be expanded to roughly one page and revisited over the next several months; Barrett said the exercise is intended to create a durable, accessible reference for future boards. The board asked staff to prioritize development of the work plan entries so the board can review implementation steps at upcoming meetings.
The action was procedural: the board voted to adopt the strategic priorities document with the agreed edits. No formal expenditure or capital project was approved in this vote; the adoption creates policy direction for subsequent staff work plans.
