Mount Vernon Board Authorizes SPP Refund Agreement, Will Pass Card‑Processing Fees to Users

City Administrator Robert Harrington told the board the Federal Energy Regulatory Commission is requiring Southwest Power Pool to refund the city $20,254.25 for obligations collected from March 2008 through August 2015; the refund will be paid over five years and the board authorized Harrington to sign the agreement to receive these funds.
Harrington also said the city absorbed more than $50,000 in credit‑card fees last year and will no longer absorb those costs. "Harrington stated that last year alone the city absorbed over $50,000.00 in credit card fees incurred from the credit card processing centers," the minutes record; moving forward, fees associated with card payments will be passed on to the cardholder while ACH deductions remain free.
The board also authorized Harrington to apply for a Blue Shield grant that could reimburse up to $28,985.50 for items Detective Thomas Taylor listed, including a UTV, tasers, an investigation camera and stop‑the‑bleed kits; Taylor said local vendors were offering favorable pricing and he would review quotes with the city administrator before purchase.
