The Delhi Charter Township Planning Commission on Aug. 10 recommended that the Township Board approve Special Use Permit (SUP) 26-312 to allow a fueling station and fuel sales at 4509 Willoughby Road (parcel 33-25-05-15-226-016) in the C‑2 General Business zoning district, subject to multiple site-specific conditions intended to address circulation, setbacks and landscaping.
Noelle Tobias presented the staff report. Applicant Rupinder (Ryan) Singh and Randy Haan (Yatooma Oil) said the property has a footprint similar to other sites the operator manages and that they were responding to customer requests for a station in the area. Commissioners raised concerns about the proposed on-site traffic circulation; several members agreed one-way circulation would not be allowed because the constrained site would mix parking and pump traffic in ways they judged unsafe. Commissioners Berry and Todd pressed for a sidewalk to provide pedestrian access that avoids crossing active fueling and parking areas.
The commission’s conditions require the applicant to obtain all required permits before construction; prohibit one-way on-site circulation (requiring safe two-way circulation); require landscaping restoration and installation in accordance with the approved site plan; require a signed and sealed as-built survey showing the fueling canopy meets a required 40-foot setback before rough inspection; and limit fuel deliveries to before or after store hours. Commissioners recorded that the store’s hours are 8:00 a.m. to 11:00 p.m., seven days a week. Ford moved and Craig seconded to recommend approval with those conditions; the motion passed on a 5–3 roll-call vote (Berry‑Smokoski, Craig, Ford, Netzel, Todd yes; Goodall, Sapita, Zietlow no). The recommendation will be forwarded to the Township Board for final action.
