When asked about the future of the Cardinals facility, Jacob Payne said the character area plan will not set uses for specific sites and that decisions about individual properties depend on zoning and property-owner action. Ryan Levake, deputy director of community development planning, added that "it is currently owned by the city of Tempe" and explained that the Cardinals currently occupy the site under a lease agreement.
On the Discovery Business Campus, Payne said the city does not own the property and that staff have not seen current permit or entitlement applications for additional phases. Ryan Levake noted that earlier entitlements for office buildings and other phases exist and that any new development or changes would likely require a PAD amendment and council-level actions.
