Planners say character plan can recommend transit and bike improvements, but funding and service decisions lie elsewhere

City staff told residents the Corona South Tempe character area plan can identify desired transit extensions, bike-path upgrades and traffic-calming priorities, but that the plan does not allocate funds or create new transit service; those actions are handled through the transportation master plan and capital programming.
Residents asked whether ORBIT circulator service or other transit extensions would be established through the character area update. Jacob Payne said the plans can recommend where circulator routes might be useful and can flag priority areas, but they cannot themselves create service or set aside funding. “The document itself wouldn't be creating these,” he said.
Staff directed residents who want specific projects funded or prioritized to the city’s transportation master plan and project prioritization meetings. On bike and multiuse path improvements, Lucas Jensen said that identifying specific locations and documenting priority needs in the survey and plan can help other work groups and transportation staff when projects are programmed.
For street repaving and traffic-calming requests, staff said interactive repaving maps and the capital improvement programming process determine schedules and funding; character plans can support the case for a project but do not set schedules or budgets.
