Council adopts Chief of Infrastructure job specs after debate over qualifications

The Mount Vernon City Council voted Feb. 25 to adopt TMP-1913, establishing job specifications for a Chief of Infrastructure and Capital Improvements position. The administration said the title would consolidate responsibilities across Public Works and the Water Department and would be posted publicly for the required 10 business days.
Pat Rosamonda, identified in the record as speaking for the administration, described the position's origin and the posting process. Rosamonda said the position was "created at the request of former Department of Public Works (DPW) Commissioner Bush to consolidate two positions for DPW and Water Dept for EPA" and explained that the posting would be open competitive and graded through CSEA; she added that the city could seek a civil service exemption to make a position at-will if confidentiality concerns merited it. Councilmembers debated whether the specification should require an engineering degree; Councilmember Andre Wallace and others noted some municipalities require an engineering degree while others accept municipal experience in lieu of one.
Council President Derrick Thompson and others said an engineering degree was not strictly required if the city retains staff engineers, and Councilmember Wallace said he would monitor the hiring process. The motion (moved by Councilwoman Cathlin Gleason; seconded by Councilman Jaevon Boxhill) was adopted unanimously.
