City Manager Quinn Bennion and Finance Director Nick Rousseau opened Vernal’s FY2027 budget work session on May 27, saying the city remains in a "stable financial condition, though not in an exceptional position." Rousseau said preliminary projections show about $14.0 million in revenues and roughly $14.5 million in expenditures, leaving an estimated $358,000 after accounting for planned transfers, including approximately $2 million for Capital Improvement Projects.
Bennion said staff estimate about a two percent increase in sales tax revenues based on regional trends and state reporting projections and emphasized that no property tax increase was being proposed for the coming year. He noted that full-time equivalent positions declined by 1.5 FTEs due to reductions in the Victim Advocate program and that staff recommended department budgets stay generally close to prior-year levels while addressing inflation-driven costs such as vehicle tires, technology upgrades and equipment replacement. The council asked staff to continue refining projections before final adoption.
