Council hears TxDOT area engineer and approves maintenance agreement

Mitchell Gatlin, who identified himself as the area engineer for San Angelo, explained a maintenance agreement with the Texas Department of Transportation that the council reviewed and approved.

"So for y'all that don't know me, I'm Mitchell Gatlin. I'm the area engineer for San Angelo," Gatlin said, and later added that the agreement "allows us to work in the city limits within the state highway" and is necessary "without it, we wouldn't actually be legally allowed to come in here and actually maintain the roadways in the agreement." He described the agreement as mainly clarifying which pavement markings and signs the city could request and maintain on state right-of-way, and noted an existing attachment would remain largely unchanged.

Council members asked about crosswalk placement and signage on Broadway and Hutchings; Gatlin said mid-block crosswalks are generally discouraged unless at controlled intersections but that the agreement allows the city to request work and requires written authorization for any additional markings. The council moved to approve the agreement and passed it by voice vote; the transcript records the motion and a vocal "Aye."
