Council reviews fractional water/sewer EDU proposal for ADUs

During the ADU discussion, staff laid out a graduated water and sewer allocation scheme for accessory dwelling units. The suggested schedule assigned 0.25 EDU to ADUs up to 500 square feet, 0.50 EDU to 501–1,000 sq ft, 0.75 EDU to 1,001–1,500 sq ft and 1.0 EDU for ADUs larger than 1,501 sq ft. Staff said detached ADUs at the largest sizes and ADUs located on separate lots would require capital connections to main water and sewer lines per the town’s water and sewer manual.
Council members asked whether the EDU thresholds should tie to bedroom counts and to the 75% size cap discussed earlier. One councilor suggested aligning the EDU breakpoints with the parking/density thresholds; staff agreed to bring revised language when the ordinance is prepared for introduction. No formal action was taken; staff will incorporate council feedback into the introduceable draft.
