Agenda item 2026-0982 asked the committee to consider a resolution urging implementation of recommendations from the 2025 Racial Equity Study. The County COO briefed the committee on administrative actions already underway and requested postponement or withdrawal of the committee resolution to allow staff to continue implementation.
The COO said the administration recently launched an employee resource page (July 7) listing contacts for workplace concerns, accommodations, employee development, mental-health resources and ethics standards. HR has prepared a scope of work and issued an RFQ to six potential respondents (three consulting firms and three universities) to conduct a formal policy-evaluation study; responses were expected by the end of August. The COO added that the county is implementing mandatory training expectations (8 hours for individual contributors, 16 hours for managers and supervisors, and 8 hours for executive leadership) and is recruiting an equity officer with a targeted hire in 30 to 60 days.
Commissioners thanked staff and supported withdrawing the committee resolution, conditioned on the administration providing written documentation of the steps and quarterly updates. Commissioner Terry expressed strong support for the study and asked that implementation details be shared in writing; the COO agreed to circulate materials and provide periodic briefings.
