DeKalb committee backs budget amendments to finish Sugar Creek courts and Porter Sanford upgrades

On agenda item 2026-1216, Chair Nicole Messia described a need to complete Sugar Creek improvements: lighting, a retaining wall and the third tennis court. Director Bass and administration staff said a prior allocation of $500,000 left a shortfall; staff proposed using about $400,000 in remaining SPLOST funds from Commissioner Messia's allocation and supplementing the balance from swept capital or reserves to reach a not-to-exceed $800,000 total. Director Bass confirmed the prior $500,000 allocation and said community meetings had been held to discuss necessary changes to the plan.
The committee approved the amendment and asked administration to return with final funding-source detail. Separately, agenda item 2026-1219 authorized up to $79,000 for required equipment and improvements at Porter Sanford and asked staff to prepare a facilities assessment and return within roughly 30 days with a broader renovation plan and recommendations for ongoing maintenance.
