County OKs Dunkin' CRA in Sheffield Township and agrees to update Carlisle Township land‑use plan

The Board approved a Community Reinvestment Area Agreement with Damsa Ltd. for redevelopment of a blighted parcel at 154 Cooper Foster Park Road in Sheffield Township. The developer proposes approximately $2.57 million in investment (facility construction, equipment and inventory) and the CRA provides a 75% real‑property improvement tax exemption for 10 years (Res. 26-375). The project is expected to create about 13 full‑time and 21 part‑time jobs and generate roughly $525,000 in annual payroll, according to the county resolution.
Separately the board approved a professional services agreement to update Carlisle Township's Comprehensive Land Use Plan and authorized a planning assistance grant of up to $5,000 to offset project costs; total county staff services will not exceed $12,000 unless amended (Res. 26-376). Rob Duncan of the county planning department said the county can provide a lower‑cost option compared with private consultants and that towns sought county help to afford planning services. The agreements passed unanimously.
The CRA resolution notes Clearview Local School District and Lorain County Joint Vocational School District as affected taxing districts and describes statutory procedures for start and end dates of the exemption.
