Committee OKs Genoa Healthcare subleases for three county mental-health clinics

The committee considered agenda item 2026-1132 from the CEO's office, seeking consent to sublease clinic space at three county mental-health centers for pharmacy services. A Clarotel representative said the Genoa-DeKalb relationship has operated since 2014 and that Genoa functions as a full-service pharmacy available to the public.
Explaining the financial mechanics, the Clarotel representative said Genoa will "credit us back with medications to those clients in the amount of what we agreed to on paper as the sublease," describing the credit as roughly equivalent to an occupancy credit (for example, "approximately equivalent to $300 a month"). Committee members asked whether pharmacy services were already provided; staff said Genoa has been embedded in the clinics and the sublease clarifies the contractual arrangement. Commissioner Patrick said the explanation was "an excellent question, excellent answer."
With no further questions, Commissioner Patrick moved to approve agenda item 11-32 and the committee approved it by voice vote. Staff said the sublease will allow the county to stretch medication funding for clients with mental-health and substance-use disorder needs by having Genoa operate inside the clinics.
