County awards $1.19 million contract for Rolling Heights sewer phase 1 in Sheffield Township

The Board of Commissioners on June 30 awarded the Rolling Heights Allotment Sanitary Sewer Phase 1 contract to Underground Utilities Inc. (Monroeville) for $1,189,159.00 (Res. 26-377). The work includes installing about 3,080 feet of 8‑inch sewer on School Street and Hecock Avenue in Sheffield Township, with a completion date of Nov. 30, 2026.
Klaiber of the Sanitary Engineer's office said prior attempts to install sewer in the neighborhood stalled because residents could not afford the project; the current work is supported by an OPWC grant of $395,989.94 and a $750,000 Residential Public Infrastructure Grant to reimburse county sanitary accounts. The remaining $793,169.06 will come from county sanitary project accounts. Bids opened on June 9 showed Underground Utilities as the lowest responsive bidder.
The board approved the contract and authorized the county administrator to direct retainage release upon completion.
