Commissioners rescind Q‑construction reserve, move $16.3 million back to general fund

The Lorain County Board of Commissioners on June 30 rescinded a December 14, 2022 resolution that had reserved $20 million in a Q‑construction account for the county correctional facility project. Under Res. 26-374 the board authorized transferring $16,306,220.72 from Fund 5000.5054 (Q‑Building.Jail) back to the county general fund.
Commissioner David J. Moore described the original set‑aside as an accounting mechanism and said the board will pursue additional policy discussion about how to use the returned funds. Commissioner Jeff Riddell and Commissioner Marty Gallagher joined Moore in the unanimous vote to rescind the prior action. The board instructed the county auditor to carry out the transfer and indicated future budget discussions are planned to address ongoing revenue shortfalls and program priorities.
The resolution and accompanying journal entries note that the remaining balance reflects spending on jail‑related planning and public work to date; the transfer was presented to restore those remaining funds to the general operating fund for reallocation.
