Council discusses Olsen Park dedication and planning restrictions

During the comprehensive-plan discussion council members asked whether the packet's reference to a Surprise Lake park related to Olsen Park. Staff explained that Olsen Park is a parcel dedicated to the city (corner of 23rd and Alder) by Donna Johnson in a prior subdivision dedication and that deed restrictions limit high-intensity facilities.
"It's supposed to be sort of a low intensity park based on the rules that come with the dedication," staff said, noting it cannot include baseball fields but could include picnic tables and small amenities. Staff added the parcel is on Alder Street and does not provide direct access to the lake. Public works has added the park to planning so the city can begin early planning ahead of dedication timing.
Council asked about eligibility for RCO grants and whether park amenities had been removed from certain grant lines in the packet; staff said the finance/public works inputs may have removed some items that would not qualify and offered to have the finance director provide additional detail at the next meeting.
