Scottsville staff seeks records to reconcile $517,515 in ARPA funds

Town staff told the Scottsville Town Council that federal American Rescue Plan Act funds totaling $517,515 were associated with the town but that required annual reports and detailed accounting are missing.
"We got, information ... that the town received a grant for $517,515," the administrator reported, and said staff has been unable to locate a single-file accounting of those funds and must instead piece together smaller payments recorded in past statements. Council members discussed the difficulty of separating CARES-era relief spending from later ARPA allocations and noted an outstanding engineering invoice tied to a past project that may be charged to those grant funds.
Council directed staff to continue tracing expenditures, locate supporting documentation and report back with a reconciliation plan. One member recommended contacting the official who originally managed the funds and searching external drives and paper records for grant files; another noted that the monies historically supplemented the budget and may have been folded into operating accounts.
The administrator said staff will prioritize the ARPA reconciliation and ask for assistance from council to identify missing records and past invoices.
