Commissioners adopt rezoning to formalize Wake County Fire Services Training Center

Planning and Development Services staff presented rezoning case PLG-RZ-006139-2025 seeking to rezone two parcels totaling 13.96 acres from R-80 (low-density residential) to I-2 (industrial) so the Wake County Fire Services Training Center can expand its training structures and infrastructure.
Planner David Parks told commissioners the parcels are located on Shooting Lane near Harris Lake on land owned by Duke Energy and currently leased to Wake County for the training center. "This request is to rezone 2 parcels which total 13.96 acres from R80 residential to I2 Industrial," Parks said. Staff recommended adoption, noting consistency with the Western Wake area plan and comprehensive plan policies and that the I-2 district would better accommodate future training facilities.
The planning board chair reported a unanimous recommendation for adoption at the planning board's November meeting and said the rezoning is for future expansion. After a public hearing with no speakers, Commissioner Cheryl Stallings moved to adopt the draft statement of consistency and the ordinance for PLG-RZ-006139-2025; the motion was seconded and the board carried the motion.
The rezoning allows county fire training infrastructure to be developed on the site and aligns the zoning with the property's current and anticipated public-safety function.
