So this becomes a 1st violation, which is stayed and not owed unless there's a subsequent violation," General Counsel Marnie explained. The board voted to accept the recommendation on roll call.
The board's action converts the penalty to a stayed first-violation amount, which limits immediate collection unless recurrence occurs.
