David Rice said the fine was burdensome on the committee’s modest resources: "The fine for us is very excessive. It constitutes approximately 0.333 of all of our assets," he told the board. Staff noted the committee had small balances and limited internal support and recommended denial of the appeal; the board granted the reduced settlement and closed the matter for this assessment.
